28th St is located just south of Flagship and is marked by the first groin in the area. It can be a bit hit or miss when it comes to surfing but serves as a decent spot to paddle out towards the south peak at Flagship during certain conditions. It's accessible with paid parking on the seawall, which makes it easy to get to. Just be prepared for the crowds, especially in the summer when local surf schools bring in beginners.

This spot generally handles swell sizes from about 1ft (0.3m) up to 7ft (2.1m). The waves break over sand, offering both left and right options, but they usually favor a beach break. The best times to surf here are usually during mid to high tide. Depending on the conditions, it can be suitable for surfers of all levels, whether you ride a shortboard, funboard, longboard, or even a fish. While it can light up under the right circumstances, overall, it might not always be the most thrilling surf experience.

During summer months, you’ll see a lot more crowds, primarily due to surf schools, which can make it feel a bit busy.
